Each of the categories of policies, actions, and incentives to promote ZECVs that have been described in this toolkit are found in the matrices below. The purpose of the matrix is to allow a basic comparison of how these approaches are implemented, who is impacted, and what the expected outcome will be. As new policies and actions are introduced, and as additional examples of projects under each category are announced, the matrices and the tool kit will be updated.
